The Romanian Government’s MEAT Scholarship for International Students is presently accepting applications. The Ministry of Economy, Entrepreneurship, and Tourism (MEAT) and the Ministry of Education (ME) together offer a scholarship program for overseas students interested in studying at the undergraduate, master’s, and doctoral levels in Romania. For the academic year 2023-2024, 40 scholarships will be awarded to eligible foreign citizens to study in Romania. Applicants from all countries throughout the world are welcome to apply, with the exception of EU member states.
Candidates chosen for this Ministry Antreprenoriatului si Turismului (MAT) scholarship to study in Europe can only study in Romanian. A one-year Romanian language preparatory course is provided prior to university studies for Romanian non-speakers who need to study the Romanian language. The results will be released at the start of the 2023-2024 academic year.
Romania is the seventh-most populous member state of the European Union, with 19.3 million residents as of 2020. It is located at the crossroads of Central, Eastern, and Southeastern Europe, and shares borders with Bulgaria, Ukraine, Hungary, Serbia, and Moldova. Bucharest is the country’s capital and largest city. Romania is ranked 52nd in the Human Development Index, with the world’s 45th-largest nominal GDP (as of 2020).
Program Specifics
- Host institutes: Higher education institutes in Romania (a complete list can be found here).
- Fields of study: Subject to availability at host universities. Applicants interested in studying economics and business administration, agricultural sciences, technological sciences, oil and gas will be given priority.
- Language of instruction: Romanian or a foreign language.
The total number of awards is 40. - Undergraduate (3–6 years), Master’s (1–2 years), and PhD (3–4 years).
- Open to all nationalities except citizens of EU / EFTA member states (Iceland, Liechtenstein, Norway, and Switzerland).
The Romania Ministry of Economy, Entrepreneurship, and Tourism Scholarship will provide the following rewards to successful applicants.
- Tuition is free;
- Accommodation;
- Allowance per month of:
- Undergraduate students pay €65 per month.
- 75 EUR per month for postgraduate students (Master degrees and specialization) in the second cycle
- 85 EUR per month for third-cycle postgraduate students (doctorate degree).
- In addition, successful applicants will receive the following benefits:
- exemption from payment of registration, processing, Romanian language competencies, doctorate entrance test, and particular aptitude test fees;
- a free year of Romanian language preparation;
- a monthly honorarium for the year of preparation for the Romanian language;
- In compliance with current legislation, medical help is provided in cases of medical-surgical crises and diseases with endemic-epidemic potential.
- Reduced public transportation fees to match those of Romanian students.
Please keep in mind that the scholarship does not cover international or local travel expenditures from the point of arrival in Romania to the university’s location. All approved applicants must be prepared to cover any costs that are not covered by the scholarship.
Eligibility for the Government of Romania MEAT Scholarship
Candidates with the following characteristics are eligible for this Government Scholarship program:
- Foreign citizens from all around the world, with the exception of EU / EFTA member nations (Iceland, Liechtenstein, Norway, and Switzerland);
- Applicants must submit research papers issued by
- accredited/recognized educational institutions with positive outcomes
- be in good physical and mental health and submit a medical certificate declaring that he/she is fit for studies and free of communicable diseases at the time of enrolment at the university where he/she is;
- Academic credentials:
- Applicants for bachelor’s degrees must have a high school diploma.
- Applicants for master’s degrees must hold a bachelor’s degree.
- PhD candidates must hold a master’s degree.
- be willing to spend the whole of the term studying in Romania;
- Respect the Romanian Constitution and the Romanian State’s legislation;
They must follow the internal regulations of the educational institution where they will be studying.
You are not eligible to apply if you are a:
- is a Romanian citizen or a member of a Romanian historical community in the country’s vicinity (they benefit from different programs);
- have requested or obtained legal protection in Romania;
- a stateless individual whose residency on Romanian territory is formally acknowledged by law,
- member/family members of the diplomatic and consular corps accredited in Romania, administrative and technical staff of accredited diplomatic missions and consular offices in Romania, and member/family members of international organizations represented in Romania
How to Apply for the Government of Romania MEAT Scholarship
To apply for this Europe scholarship, applicants need to send scanned copies of required documents to the following email address: burse2023@dce.gov.ro. Selected applicants will present original documents at the educational institution where they will continue their studies.
Required Documents
The application file shall contain the following documents:
- Letter of recommendation: The letter of recommendation will be issued by one of the following entities:
- The economic representative of the Romanian Ministry of Economy, Entrepreneurship and Tourism (The Office of Commercial and Economic Promotion) or Head of Romanian mission in the candidate’s country;
- The Embassy, consulates, commercial, cultural offices, honorary consulates of the candidate’s country of residence in Romania;
- Economic entities (importing and/or manufacturing companies). Recommendations will be supported by the representative of the Romanian Ministry of Economy, Entrepreneurship, and Tourism (the Office of Commercial and Economic Promotion) in the candidate’s country of residence;
- Organizations that through their activity can contribute to the promotion of bilateral economic relations, professional, and employers’ associations, and cultural associations;

- Photocopy of the diplomas obtained (high school diploma or its equivalent, bachelor’s, master’s, doctorate diplomas, if applicable) and their authorized translation into one of the Romanian, English, or French languages, if applicable. Suppose the candidate is in the last year of pre-university education. In that case, a certificate must be submitted to the file, accompanied by a legalized translation, confirming the stage of preparation and the fact that the person is to take the graduation exam at the end of the current school year. If his file is selected, the candidate graduating from high school or equivalent is required to submit to the ME/university a certified copy of the graduation diploma and its legalized translation or, as appropriate, the copy of the certificate which certifies the fact that he is a graduate, with the mention of the date on which the graduation diploma will be issued. Candidates who opt for postgraduate studies must submit all previously obtained diplomas, in legalized copies and with their legalized translation;
- Academic Transcripts, authenticated by the competent authorities of the issuing country – photocopy and certified translation into one of the Romanian, English, or French languages, if applicable. In the case of the pre-university graduate candidate, who will opt for enrolment in Romanian university education, it is necessary to present a legalized copy of the transcripts for each year of study. For the candidate who is in the last year of study, the transcript from previous years and from the first part of the current school year is presented. In the case of the graduate candidate who will opt for a form of postgraduate schooling, it is mandatory to present legalized copies after all higher education documents, including transcripts;
- Applicant’s declaration that he/she did not benefit from another scholarship from the Romanian Government for the requested academic level. Please click here to download the form;
- Copy of the first three pages of the Passport (valid at least 6 months after the beginning of the requested study program);
- Identity card – photocopy and certified translation;
- Medical certificate in one of the following languages, Romanian, English, or French;
- Curriculum Vitae in one of the following languages Romanian, English, or French;
- Two recent passport type photos;
- Other documents requested by the Ministry of Education of Romania;
It should be noted that all forms that applicants must complete are in Romanian, English, and French. All documentation must be supplied in one of three languages: Romanian, English, or French. Documents in other languages must therefore be accompanied by a translation into Romanian, English, or French.
Candidates must show the original application file’s study and identity documents, as well as the letter of admission for studies and a passport with a valid visa for “studies” while registering. The original study documents issued in states that are signatories to the Hague Apostille Convention must be endorsed with the Hague Apostille by the relevant authorities of the issuing nations.
The study documents issued in states that are not signatories to the Hague Apostille Convention will be super authorized by the issuing country’s Ministry of Foreign Affairs and the Romanian Embassy / Consular Office in that country. A scientific coordinator’s consent in principle is required for a PhD scholarship. Candidates wishing to pursue PhD studies must first pass an entrance exam.
